Pick an HRIS that survives a UAE payroll audit.

Most HR software comparisons are written by vendors who rank themselves first, or by global review sites that have never heard of a SIF file. This one filters on the things that actually break in the UAE: WPS deadlines, gratuity accrual, DIFC and ADGM sitting outside federal labour law, GPSSA, and Emiratisation quotas.

Why the jurisdiction filter matters more than the feature list. Since 1 June 2026, Ministerial Resolution No. 340 of 2026 removed the old 15-day grace period — wages for the previous month fall due on the 1st, with at least 85% of total wages clearing on time, and MOHRE enforcement is automated rather than complaint-driven.

DIFC and ADGM are not covered by the federal Labour Law. DIFC replaced lump-sum gratuity with DEWS contributions in February 2020, and ADGM runs its own framework. A platform that applies one gratuity formula to every UAE employee will eventually misclassify someone, and the correction is far more expensive than the setup.

Darwinbox

India · regional office in DIFC

Enterprise HCM with a modern interface, a no-code configuration layer for building custom payroll rules, and jurisdiction-specific gratuity handling documented across mainland, free zone, DEWS and GPSSA setups. Names large GCC groups among its clients.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlyEnterprise contracts, not publicly disclosed.
Watch outEnterprise implementation timeline and enterprise budget. Overkill below a few hundred employees.

Bayzat

UAE · Dubai

The broadest UAE-native SME platform. Uniquely bundles a health insurance marketplace with quotes from 30+ licensed insurers, so joiners and leavers sync to the policy automatically instead of being emailed to a broker.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlyNo published rate card. Insurance brokerage revenue can subsidise the software cost.
Watch outBundling insurance and HR with one provider makes switching either one harder later. Price the two separately before you commit.

PeoplesHR

Sri Lanka · MENA operation

Full HRIS with a notably practical regional feature set — SIF handling, end-of-service automation, geo-tagged attendance, shift handling, project timesheets and multilingual mobile access.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlyModular enterprise pricing.
Watch outQuote-only, and the breadth means you will be sold modules you may not need. Scope tightly.

greytHR Middle East

India · GCC operation

One of the very few vendors in this market that publishes its pricing, in AED, with a calculator. Attendance cycles and payroll cut-offs are configurable independently, which is exactly what the 1st-of-month deadline demands.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Base + per employeePublished rate card: a fixed monthly minimum covering the first 10 employees, plus a per-employee rate above that. Prices shown in AED.
Watch outIndia-built with a GCC layer. Confirm how it handles DIFC and ADGM rather than assuming free-zone support is uniform.

Keka

India · UAE presence

Well-liked mid-market platform with multi-currency payroll, automated salary calculation, SIF generation and final settlement handling, with attendance, leave and expenses feeding payroll directly.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlyTiered by module.
Watch outCustomisation limits show up in complex environments — unusual pay structures or heavily bespoke approval chains.

Menaitech

MENA · Amman

Arabic-first human capital system with long standing in large regional enterprises and government-linked entities. Strong on talent, payroll and attendance depth for big, structured organisations.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlyCustom pricing by modules and headcount.
Watch outEnterprise pace and enterprise cost. Overweight for a team under a few hundred people.

ZenHR

MENA · Amman

The strongest choice if the UAE is one of several MENA payrolls. Native Arabic and English throughout, with direct connections to regional government systems — WPS in the UAE, plus GOSI, Mudad and Muqeem for Saudi. ZenATS and attendance share one employee record.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlyTiered by module and headcount.
Watch outHeritage and deepest localisation are Saudi and Levant first. Press hard on DIFC and ADGM specifics if that is where your staff sit.

Zoho People + Zoho Payroll UAE

India · UAE entity

The cheapest credible route, and the obvious answer if you already run Zoho Books, CRM or Projects — the employee record flows across the whole suite without integration work.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
From ~$1.25 /user /moPublished pricing. Payroll is a separate subscription from Zoho People.
Watch outTwo products, not one. Some UAE-specific handling has historically needed configuration or custom scripting rather than working out of the box. Budget setup time or a partner.

gulfHR

GCC · Dubai

An established regional vendor built for enterprises with genuinely complicated payroll — multiple entities, multiple countries, unusual pay structures that break lighter systems.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlyCustom pricing by company size, modules and compliance scope.
Watch outImplementation-led rather than self-serve. Expect a longer setup and a heavier internal project than an SME tool.

SAP SuccessFactors / Oracle Fusion / Workday

Global enterprise HCM

The right answer only when the HR system has to sit inside an existing global ERP and finance stack. Talent, analytics and workforce planning depth that regional platforms do not attempt.

WPS SIF · via partnerGratuity accrual · via partnerDIFC DEWS · via partnerGPSSA pension · via partnerEmiratisationArabic UI
Enterprise licenceSix-figure territory once implementation is included. Three to six month deployments are normal.
Watch outUAE payroll is typically delivered through a localisation pack or a local implementation partner rather than natively. Confirm exactly who owns SIF generation, gratuity and DEWS — and who fixes them when they break.

Yomly

UAE · Dubai (formerly EmiratesHR)

Built in the UAE for the UAE since 2018, aimed at bigger multi-site employers — shift scheduling, applicant tracking, performance and payroll on one record, with reporting built for multi-entity groups.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlyPositioned for larger, multi-location workforces.
Watch outSmaller partner and integration ecosystem than the global platforms. Quote-only pricing makes early budgeting harder.

palm.hr

KSA · Riyadh

Compliance-first platform for GCC startups and SMEs, with optional hands-on HR process support layered on top of the software — useful when there is no HR team yet.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlySME-oriented tiers, optional managed HR support.
Watch outSaudi is the home market and the deepest localisation. Confirm UAE payroll depth, particularly outside the mainland.

Paylite HRMS

UAE · Dubai

A long-established UAE payroll engine with WPS built in from the start. Modular, and commonly deployed in construction, contracting and field-heavy operations where attendance feeds payroll directly.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlyGenerally affordable for small and mid-sized teams.
Watch outInterface is dated next to newer platforms. Modular licensing means the quoted base rarely reflects the final scope.

Deel

USA · global

The answer when you are hiring across borders, or hiring into the UAE before you have your own entity. Employer-of-record coverage across 150+ countries with in-house local support.

WPS SIF · via partnerGratuity accrual · via partnerDIFC DEWSGPSSA pension · via partnerEmiratisationArabic UI
Published per-worker ratesEOR and contractor pricing published; HRIS module priced separately.
Watch outUnder an EOR, Deel is the legal employer — this is not your own entity running its own WPS file. Per-head cost climbs quickly at scale, and add-on modules push it higher.

BambooHR

USA

Strong core HR, onboarding and employee experience. Used in the UAE by companies with international teams who run it alongside a separate local payroll tool.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
From ~$10 /user /moPublished pricing. UAE payroll is not included and must be run elsewhere.
Watch outNo UAE payroll, no SIF, no gratuity engine. Treat it as an HR system of record, not a payroll system, and budget for a second tool.

Elate HRMS

UAE · Dubai

A deliberately small-business tool that covers the basics and understands the local market, at a price a 20-person company can carry without a procurement process.

WPS SIFGratuity accrualDIFC DEWSGPSSA pensionEmiratisationArabic UI
Quote onlyAimed at businesses under 50 employees.
Watch outLimited depth once you cross roughly 50 staff, add entities, or need anything beyond mainland rules.

Twelve questions that end a bad demo early.

Every vendor on this page will tell you they are UAE compliant. These are the questions that separate the ones who built for this market from the ones who added a checkbox. Ask them on the first call, before you see a single slide.

How this was put together

No paid placement

No vendor has paid to be included, ranked, or highlighted. MRKZD accepts no affiliate commission, referral fee, or sponsorship on this page, and there is no lead-capture form passing your details to vendors.

Sources

Capabilities are compiled from published vendor documentation, pricing pages and public product material, cross-checked against UAE regulatory sources including MOHRE, GPSSA and DIFC publications.

What "ask the vendor" means

It means MRKZD could not confirm the capability from public material. It does not mean the feature is missing. Treat it as a question for your demo call, not a mark against the platform.
